It wasn’t long after the coron에이브이irus outbreak started that expats in South Korea, like me, started fielding misinformed panic from friends and family back in the United States. This isn’t new for us. Every time something bad happens in South Korea, misinformation goes viral in America, and we get bombarded with worried messages.
코로나 바이러스 발병이 시작되고 얼마 되지 않아 나와 같은 한국에 거주하는 외국인들은 잘못된 정보로 인해 패닉 상태가 된 고향 미국에 있는 친지들을 안심시켜야 했다. 이런 상황을 처음 겪는건 아니다. 매번 한국에 안좋은 일이 생길 때마다, 잘못된 정보가 미국에서 퍼지고 걱정스런 메시지 폭격을 받는다.
In the wake of this outbreak, these worried messages quickly escalated. Families started pressuring expats to “get out while you can.” Their messages contained warnings, threats, and links to news articles. But many of us responded to this barrage with the same feeling: We don’t want to le에이브이e.
이번 전/염/병 발병 후, 이런 걱정의 메시지는 급증했다. 가족들은 국외 거주자들에게 "빠져나올 수 있을 때 돌아오라"고 압박했다. 이 메시지에는 경고, 위협, 신문기사 링크가 포함되어 있었다. 하지만 이런 문자 폭탄에 대한 우리들의 전반적인 반응은 비슷했다: 우리는 떠나고 싶지 않다는 것이다.
A friend back home in Massachusetts recently asked if I planned to le에이브이e. When I said no, he asked if I had supplies, if the government was quarantining us, if I could go outside. (Yes. No. Yes.)
고향 메사추세츠에 있는 한 친구는 나에게 한국을 떠날 계획이 있는지 물었다. 내가 아니라고 답하자, 생필품은 있는지, 정부에서 격리시키지는 않는지, 밖은 나갈 수 있는지 물었다. (답은 그렇다, 아니다, 그렇다이다.)
When people see the number of confirmed Covid-19 cases coming out of South Korea in the news, what they don’t see are the community and government response. Yes, there are drive-thru clinics. But it’s more than that. Korea rapidly scaled up testing to the point of testing 20,000 people a day.
한국의 COVID-19 확진자 숫자가 뉴스에 나올때마다, 미국인들은 정부와 지역사회에서 어떻게 대응하는지는 보지 않는다. 물론 드라이브 스루 클리닉이 있다. 그렇지만 그게 전부는 아니다. 한국은 신속하게 하루 20,000명까지 검사수를 확대했다.
There are posters everywhere outlining proper hygiene etiquette to prevent the continued spread of the virus. Every day, people are disinfecting buses, elevators, and other high-traffic public places. Everyone is being kept up to date with live stats and newsbreaks. People are conscious, helpful, and concerned for the well-being of others. When I bought a jacket last week, the woman behind the counter handed me a face mask for free when she saw I didn’t h에이브이e one.
바이러스 확산을 방지하기 위한 적절한 위생 에티켓 포스터는 어디에나 붙어있다. 매일 사람들은 버스, 엘리베이터 및 기타 공공장소를 소독한다. 모든 사람이 실시간으로 통계와 속보를 확인한다. 사람들은 다른 사람들의 건강에 대해 걱정하고, 도움을 주려하며, 자각이 있다. 지난주에 자켓을 샀을 때, 점원은 내가 마스크가 없는것을 보고 무료로 마스크를 건냈다.
If I were to catch the virus, South Korea is where I’d want to be. 
만일 바이러스에 감염된다면, 한국이 내가 있어야 할 곳이다.
As soon as the virus struck, developers got to work on apps and web services that enable citizens to track the virus. From very early on, I’ve been kept up to date on projected numbers, confirmed cases, number of deaths, and number of recoveries. I can view a map that shows where cases of the virus h에이브이e popped up, where those people h에이브이e been, and the time since their infection. There are services, announcements, and constant transparency. If we suspect we h에이브이e the disease, there is a number we can call to h에이브이e the government advise us (in multiple languages). Workplaces responded expediently by giving employees time off and transitioning staff to remote work, decreasing the risk of exposure. And to address mask shortages and hoarding, the government has instituted a mask rationing system based on the last digit of your birth year.
바이러스가 강타하자마자, 개발자들은 시민들이 바이러스를 추적할 수 있도록 앱과 웹 서비스 개발에 착수했다. 초기단계부터 나는 예상 수치, 확진자, 사망자, 회복환자 수를 확인하고 있다. 지도를 통해 확진자가 나타난 곳, 방문장소, 감염된 후 경과 시간을 볼 수 있다. 서비스와 발표, 지속적인 투명성도 있다. 만일 감염이 의심되면 (다양한 언어로) 정부의 도움을 받을 수 있는 전화번호도 있다. 직장에서는 직원들에게 휴가를 주거나 원격근무로 전환하고 노출 위험을 줄이는 등 신속하게 대응했다. 마스크 부족 및 사재기에 대응하기 위해 정부에서는 생년 마지막 자리를 기준으로 마스크 5부제를 시행하였다.
Now that things are starting to escalate in the United States, people are hoarding masks and spreading misinformation and fear. Even worse, the president handicapped initial efforts by calling it a hoax, contradicting experts, and making false predictions that it will simply “disappear by April.”
이제 미국에서 상황이 심각해지자, 사람들은 마스크를 사재기하고 잘못된 정보와 공포를 확산시킨다. 더 심각한 것은, 대통령이 전문가와 상반되게 코로나바이러스를 거짓이라고 부르며 초기 대응을 어렵게 만들었고 그저 "4월이면 사라질것"이라고 잘못된 예측을 했다.
Personally, I’m not as worried about contracting this virus. I am 30 and quite healthy, with no preexisting conditions. I live alone, so I am not worried about spreading it to my family. But what about the millions of people who aren’t young and healthy? What about those who are genuinely at risk if they become ill? This misinformation and fearmongering is of no help to them. Both are, in fact, dangerous.
개인적으로 나는 바이러스 감염이 걱정되지 않는다. 나는 30세이고 꽤 건강하며 기저질환이 없다. 혼자 살고 있고, 그래서 가족 전염도 걱정하지 않는다. 하지만 젊거나 건강하지 않은 수백만명의 사람들은? 병에 걸리면 정말 위험한 사람들은? 이런 잘못된 정보와 불안을 조장하는 행위는 전혀 도움이 되지 않는다. 사실 잘못된 정보와 불안조장은 위험하다.
If I were to catch the virus, South Korea is where I’d want to be. There are clinics everywhere. Hospitals are prepared. Thanks to medical home visits and drive-thru testing, emergency rooms aren’t flooded with false cases. And if anything were to happen to me, there is no company here trying to take financial advantage of my illness. Test costs are minimal. Hospitals are designed to help everyone without bankrupting them later. There is transparency, trust, and community involvement. It is a human response to an epidemic.
만일 바이러스에 감염된다면, 한국이 내가 있을 곳이다. 어딜 가든 병원이 있고 병원은 대비가 되어 있다. 의료진이 가정으로 방문하고, 드라이브 스루 검사를 하는 덕분에 감염되지 않은 사람들이 응급실을 마비시키지 않는다. 만일 나에게 무슨 일이 생긴다면, 내 병으로 금전적 이익을 취하려는 회사도 없을 것이다. 검사 비용은 최소한이다. 병원은 모든 사람을 도와주도록 설계되어 있으며, 나중에 환자를 파산시키지도 않는다. 투명성, 신뢰, 지역사회 참여가 있다. 전/염/병에 대한 인간적인 대응이다.
Without a unified approach, as we h에이브이e here in South Korea, Americans don’t know who to trust. This is only going to get worse as more people get sick.
한국과 같은 일원화된 접근방식이 없다면, 미국인들은 누구를 믿어야 할지 알 수 없다. 아픈 사람이 많아 질수록 상황은 악화되기만 한다.
I am truly afraid for the United States. Many people do not h에이브이e the finances to seek the medical help they might need. They are not getting accurate information on how to prevent the virus from spreading. And with fear and misinformation being spread, people are hoarding masks and medical supplies.
나는 미국이 정말로 걱정된다. 필요한 의료지원을 받기 위한 돈이 없는 사람들이 많다. 바이러스 전파를 막기 위한 정확한 정보를 얻지 못하고 있다. 그리고 불안과 잘못된 정보가 확산되며, 사람들은 마스크와 의료물품을 사재기한다.
As the number of reported cases stabilizes in South Korea, I feel comforted, because I know they are being reported and handled. Citizens are calling when they are concerned and getting tested at field sites outside of hospitals or at drive-thru clinics.
한국에서 발표되는 확진자 수가 안정을 찾자, 나는 안심했다. 왜냐하면 확진자가 보고되고 처리되고 있다는걸 알고 있기 때문이다. 시민들은 불안하면 전화를 걸어서 병원 밖의 현장 진료소나 드라이브 스루 검사소에서 검사를 받는다.
Please, to the friends and family of expats living in South Korea: Do not be afraid for us. We are afraid for you.
한국 주재원의 친지들에게: 우리를 걱정하지 마세요. 우리는 여러분이 걱정됩니다.
Nobody is freaking out, because there is consistent, unified information coming from both the government and health experts. The shelves of toilet paper and water are well-stocked in grocery stores, and everyone is doing the best they can to take care of everyone else — not just themselves. When we get sick, there are people here who will help us, and we don’t h에이브이e to worry about the cost.
정부와 보건 전문가를 통해 일관되고 일원화된 정보가 제공되기 때문에 누구도 흥분하지 않는다. 상점에 화장지와 물 재고는 충분하고, 모든 사람은 자신이 아니라 다른 사람의 건강을 위해 최선을 다한다. 몸이 아프면 도움을 줄 사람이 있고, 비용에 대해 걱정하지도 않는다.
So, please, to the friends and family of expats living in South Korea: Do not be afraid for us. We are afraid for you. South Korea is proving, every day, that with proper government action and a little bit of community support, the coron에이브이irus outbreak can, at the very least, be managed. I just hope it’s not too late for my own country to figure that out.
그러니 제발, 한국 주재원의 친지들에게 말한다. 우리를 걱정하지 마시라. 우리는 당신들이 걱정된다. 한국은 매일 매일 적절한 정부 대응과 약간의 지역사회 지원을 통해 코로나바이러스 전/염/병은 최소환 관리가 가능하다는걸 입증하고 있다. 그저 내 고국이 그걸 너무 늦게 깨닫지 않기만을 바랄 뿐이다.
Update as of March 24: In the United States, my brother is self-quarantining in New York City, where there are more cases than in the entirety of Korea. His girlfriend is under mandatory self-quarantine because her roommate was sick (but not tested), so they just h에이브이e to assume they are infected. My mother’s small business has had to close, and they don’t know how they’re going to pay bills in the coming months. My other brother was laid off from his job, and my father is trying to crawl out from under a weighted blanket of despair as his company looks for unique solutions to keep everyone employed.
3월 24일 업데이트: 미국에서 뉴욕시에 살고 있는 내 형은 자가 격리중이다. 뉴욕시 확진자는 한국보다 많다. 형의 여자친구는 룸메이트가 (검사를 받지는 않았지만) 아파서 강제 자가격리중이고, 감염된 것으로 의심하고 있을 뿐이다. 어머니의 작은 회사는 문을 닫아야 했고, 앞으로 공과금을 어떻게 낼지 모르겠다. 또 다른 형은 직장에서 해고되었고, 아버지는 직원을 해고시키지 않기 위한 방법을 모색하며 무거운 우울감에서 벗어나려 애쓰고 계신다.
Meanwhile, in South Korea, we h에이브이e seen a drastic deescalation of cases and very few deaths, and I will be back at work before Easter. We were never mandated to self-quarantine or social distance. When things started here, the government immediately leaped into action. Implementing mass testing, providing information, managing supplies, and keeping everyone safe all came before political agendas. At that time, I spent weeks talking to family and waiting for the U.S. government and American people to respond in kind. They did not. Now the tables h에이브이e turned. Now it is me sending worried emails and messages to friends and families to check on them and make sure everyone is okay. And I know it is the fault of the government and certain American media pundits, because I am witnessing firsthand how things can be managed when proper action was taken in time.
한편 한국에서는 확진자 수가 눈에 띄게 줄었고 사망자도 매우 적다. 나는 부활절 전에 직장으로 복귀할 것이다. 자가격리나 사회적 거리두기가 강제로 요구되지는 않았다. 상황이 시작될 무렵, 정부에서는 즉각적으로 조치에 뛰어들었다. 대규모 검사, 정보 제공, 물자관리, 모든사람의 안전이 정치적 어젠다보다 중요했다. 
당시에 나는 미국 정부와 미국 사람들도 같은 방식으로 대응하기를 기다리며 몇 주간 가족과 이야기를 나눴다. 하지만, 미국은 그러지 않았다. 이제 상황이 반전되었다. 이제는 내가 친지들의 안부를 확인하며 모든 것이 괜찮은지 걱정하는 이메일과 메시지를 보내고 있다. 그리고 나는 이것이 정부와 일부 미국의 미디어 전문가의 잘못이라는 것을 알고 있다. 왜냐하면 나는 적절한 행동을 적기에 취했을때 상황이 어떻게 관리될 수 있는지를 직접 목격했기 때문이다.
