백린탄으로 처음으로 저격받아봄

백린탄이 인명살상용으로 금지됬다면서 CCW 제3의정서의

"effect is not specifically designed to cause burn injury to persons, but to be usedagainst military objectives, such as armoured vehicles, aircraft and installations or facilities"

을 들고와서 의정서의 내용에는 백린탄을 대인용으로 쓰는 것을 금지하고, 시설이랑 차량에만 써야하는거라고 하는데 문제는..

(b) Incendiary weapons do not include:

(i) Munitions which may h에이브이e incidental incendiary effects, such as illuminants, tracers, smoke or signalling systems;

(ii) Munitions designed to combine penetration, blast or fragmentation effects with an additional incendiary effect, such as armour-piercing projectiles, fragmentation shells, explosive bombs and similar combined-effects munitions in which the incendiary effect is not specifically designed to cause burn injury to persons, but to be used against military objectives, such as armoured vehicles, aircraft and installations or facilities.

원본의 문구는 고폭소이탄처럼 관통, 폭발하는 탄약에 소이효과가 더해졌지만 이 소이효과가 인명에 대한 화상이나 소이를 이용한 살상을 하는게 아닌,

차량이나 항공기, 시설을 대상으로 소이 효과를 깔짝 더한 탄약은 소이 무기에 해당이 안된다는 문구임ㅇ

여기서 저 뒷부분만 퍼온거같은데..

더군다나

For the purpose of this Protocol:

1."Incendiary weapon" means any weapon or munition which is primarily designed to set fire to objects or to cause burn injury to persons through the action of flame, heat, or combination thereof, produced by a chemical reaction of a substance delivered on the target.

해당 CCW 제3의정서에서 정의한 소이 무기에는 인명으로 대상으로 하는 것도 포함되어 있음ㅇ

그리고 이 소이 무기를 민간인에게 쓰지 말고 민간인 밀집 구역 내에 사용하는 것을 제한하는게 CCW 제3의정서의 내용이고

여기서도 인명을 살상하는데 쓰지 말라는 내용은 없음

여튼 문구 잘못 퍼오는 경우를 직접 보는거 처음이야..

그리고 백린의 독성 자체도

The weapon may not under any circumstances be used for its noxious qualities (Fumes).

However, WP is a very mild emitter, the Army categorises it as an irritant at about the same level as vehicle exhaust, and the manual states that there has never been any permanent effect to WP fume exposure.

As a result, nobody has ever, to my knowledge, even attempted to use WP for its noxious effect, as it’s useless and you’re better off burning people anyway.

이런 얘기가 나올 정도로 연소한 연기 자체로서는 화학무기로 쓸 만큼의 독성이나 살상력이 있다고 하기에는 쪼금....

음.. 오랫만에 의정서 붙잡고 자료찾고 내용 계속 뜯어본듯
