In the evolution of mankind, rebuilding a better future upon the past is destiny. If the old government does not serve the people, the people will build a government that belongs to them. The Hong Kong government today no longer serves the people of Hong Kong, hence today we declare the formation of the Hong Kong Provisional Government.
문명의 과정에서 보다 나은 미래로 재건해 나아가는 것은 인류의 숙명이다. 기존의 국가가 더이상 국민들을 섬기지 않는다면, 사람들은 그들이 속할 수 있는 새로운 정부를 만들 것이다. 현재의 홍콩 정부는 더 이상 홍콩 사람들을 위하지 않으므로 우리는 홍콩 임시 정부의 설립을 선언한다.
“All people are equal. Human rights such as the right to live, the right to freedom, the right to dignity, and the right to a better life are God-given rights inalienable to all mankind.” This is a principle and a truth that we all stand by. The people created law and order and governments to protect their own rights. All power of the government comes from the people. If a government destroys the principle above, the people h에이브이e absolute power to take down the government and rebuild.
“모든 사람은 평등하다. 신은 우리에게 살아갈 권리, 자유에 대한 권리, 존엄성에 대한 권리, 더 나은 삶에 대한 권리 등의 완전한 권리를 주었다.” 이는 우리 모두가 지지하는 원칙이며 진실이다. 사람들은 자신의 권리를 보호하기 위해 법과 질서, 그리고 정부를 만들었다. 그러므로 정부의 모든 힘은 사람들로부터 나온 것이다. 사람들은 '정부가 위의 원칙을 어긴다면' 국민들 스스로 정부를 무너뜨리고 재건할 절대적인 권한을 갖는다.
The Hong Kong SAR government today is controlled by the People’s Republic of China and the Chinese Communist Party. Instead of serving the people, the Hong Kong government instead ignores the demands of the people, continually stripped the people of its power and rights, and passed laws that are against the welfare of the people. The Hong Kong SAR government today, disregarding the wishes of the majority of Hong Kong people, circumvented the Hong Kong Legislative Council to pass the “Anti-Mask Law” in an attempt to suppress the people’s right to demonstrations further.
홍콩 특별 행정구는 현재 중화인민공화국과 중국 공산당에 의해 통제되고 있다. 홍콩 정부는 사람들을 섬기는 대신 사람들의 요구를 무시하고 권력과 권리를 지속적으로 박탈했으며, 사람들의 복지에 반하는 법을 통과시켰다. 홍콩 정부는 (홍콩)사람들의 대다수의 바람을 무시하고, 대중의 시위를 더 억압하기 위해 홍콩 입법위원회를 우회하여 "반 마스크 법(복면금지법)"을 통과시켰다.
We believe that the Hong Kong SAR government has lost the recognition of the people, thus today we announce that the Hong Kong SAR government has lost its legality, and the Chief Executive and the Secretaries of each government bureau h에이브이e lost the power inferred upon them by their position, effectively immediately.
우리는 홍콩 정부가 홍콩 사람들의 인정을 잃어 버렸다고 판단하며, 그러므로 현재의 홍콩 정부는 합법성을 잃었다고 선언한다. 또한 현 정부 각 부처의 수장들과 비서관들은 그들에게 부여된 지위 및 권한이 즉시 상실되었음을 알린다.
The Hong Kong Provisional Government declares:
홍콩 임시 정부는 다음을 선포한다.
1. All existing Hong Kong SAR Government Bureaus are now under the Hong Kong Provisional Government.
기존의 모든 홍콩 특별 행정국은 지금부터 홍콩 임시 정부에 속한다.
2. The Chief Executive, Chief Secretaries, and Secretaries of each Bureau within the Hong Kong SAR Government shall immediately vacate their positions. The positions will remain empty until appointed by the Hong Kong Provisional Government.
현재 홍콩 특별 행정구 내 각 부처의 수장 및 사무국은 즉시 직책을 비운다. 홍콩 임시 정부가 지명 할 때까지 해당 직위는 비워놓는다.
3. All bureaus shall immediately halt all policies announced by the Hong Kong SAR Government since 2018. All personnel to stay at their existing positions to maintain the every day operations of the bureaus until further notice.
모든 부처는 2018년 이후 홍콩 정부가 발표한 모든 정책을 즉시 중단한다. 모든 (일반)직원은 추후 공지가 있을 때까지 사무국의 운영을 유지하기 위해 기존 위치에 머무른다.
4. The Hong Kong Provisional Government will h에이브이e a term limit of 5 year or until true universal suffrage is set up (whichever comes first). The Hong Kong Provisional Government must prepare for the election within 1 year of formation, and must complete the election within 3 years.
홍콩 임시 정부는 5년 혹은 또는 참된 참정권이 설정 될 때까지(둘 중 빠른 것). 홍콩 임시 정부는 1년 이내에 선거 준비를 하고 3년 이내에 선거를 완료해야 한다.
5. The head of the Hong Kong Provisional Government and the provisional officials of each Bureau, after the end of their terms, are permanently banned from working as an official within the Hong Kong government or any related institutions.
홍콩 임시 정부 책임자와 각 사무국의 임시 공무원은 임시정부가 끝난 후 수립될 홍콩 정부 또는 관련 기관 내에서 공무원으로 일하는 것을 영구적으로 금지
6. The Hong Kong Law will be kept intact until the Hong Kong Provisional Government declares a new code of law.
홍콩 임시 정부가 새로운 법률 규정을 선언 할 때까지 홍콩 법률은 그대로 유지
7. The Hong Kong Legislative Council will be disbanded. A Provisional Legislative Council shall be formed by election within 3 months, with the Legislative Council to be formed again within a year. The Provisional Legislative Council shall h에이브이e 70 seats, with 12 seats each to Hong Kong Island and Kowloon West, 10 seats to Kowloon East, and 18 seats each to New Territories East and New Territories West.
홍콩 입법위원회 해산. 임시 입법위원회는 3개월 이내에 선거에 의해 구성되며 입법위원회는 1년 안에 재구성. 임시 입법 협의회는 70석, 홍콩 섬과 구룡 서쪽 각각 12석, 구룡 동쪽은 10석, 동부와 뉴 테리토리 서쪽은 각각 18석.
